That could be. Hopefully they also seek out information in the aggregate, aka data. People are imperfect, and like Stirring Anecdotes. But from what I can tell, laws and using laws are all about trying to apply general principles to specific cases, and creating laws is (ideally) all about trying to craft general principles that do the right thing in the majority of cases. (all laws are both too broad and too narrow, in the real world.)
