I went all out and had it done at Judy Jetson's. Expensive, but oh my god squee. Depending on my mood, it's either my "I've followed my exercise routine for a month" haircut or my "Muahhahahahahahaha I am unfirable!" haircut. Either way, it rocks.

I wouldn't dye your eyebrows though... the dye there usually sticks more to your skin than your hair. What about lightening them a little and then filling them in with some liner or powder in the color you like? Do you ever wear makeup? (You should totally rock some dramatic eye makeup with that hairstyle! My favorite makeup product is a 24/7 eyeliner pencil from Urban Decay. You can buy them at Sephora. They come in awesome highly-pigmented colors, they go one so easily, and once they dry they stay on all day.)
If you're dead set on trying, my advice is to apply a little developer to them before the bleach/dye. I've always had to do that for my eyebrows and the hair along my forehead or near my ears. And use q-tips for everything.
