Electronics help?

I now own a standup arcade console 720 (described here: http://www.arcade-history.com/index.php?page=detail&id=23) that I was told worked. However, turning on the power doesn't seem to do anything. I sorta poked at it, but I don't know much about electronics; the manual has some troubleshooting steps (and the entire set of schematics) but nothing about "nothing happens when you flip the switch." I'm guessing it's something very early in the power process because the fan is connected to something early on and isn't coming on, but, uh, my knowledge of electronics is basically limited to Maxwell's Laws aged a number of years in my head.

Anyone want to come and poke at it? I'll buy beer (or something).
