It's popular history, not technical/Theory history, but you might also want to look at "King Leopold's Ghost," which covers specifically Belgium and the Congo. This is neat stuff, this analysis of technology. "King Leopold's Ghost" also covers the rubber angle, and how that was essential to technologies that Europe developed.
